KCAP and A2P2 Selected to Design Six New Station Zones Across 164-Hectare Gdańsk Masterplan

The masterplan to shape sustainable urban growth is in the making

The 6 different zones that are part of the Gdańsk Południe Masterplan

Rotterdam, the Netherlands:

Following a competitive European public tender, InvestGDA and the Pomerania Development Agency have selected the Polish-Dutch consortium of A2P2 Architecture and Planning & KCAP to prepare the Gdańsk Nowe Południe Masterplan. With the contract signing on 14 January 2026, the consortium formally commences work on a strategic framework that will guide the long-term development of southern Gdańsk along the planned PKM Południe railway line. Running from Orunia to Kowale, the line will include six new stations, each serving as an anchor for coordinated urban growth.

"The implementation of the Masterplan is an example of inter-institutional cooperation that responds to the real development needs of the region,"
– Sławomir Kosakowski, President of the Pomerania Development Agency.

Project Highlights

  • 164-hectare masterplan shaping sustainable urban growth across six new station zones along the 7.5-kilometer PKM Południe railway line
  • Transit-Oriented Development framework transforming car-oriented suburban growth into walkable, connected neighborhoods with public transport at their core
  • Extensive public participation through a minimum of four consultation stages, ensuring the masterplan reflects shared priorities and local knowledge
  • 18-month development timeline from mid-January 2026 to mid-2027, coordinating future urban development with long-term regional transport infrastructure investment
  • Human-centered approach addressing the needs of all residents—from children to the elderly—while strengthening access to local services, social facilities, and public amenities

A Masterplan for Connected, Liveable and Sustainable Neighbourhoods

KCAP and A2P2 will create a comprehensive spatial and programmatic vision that coordinates how neighborhoods, station areas, public spaces, green infrastructure, and mobility networks evolve together. By prioritizing Transit-Oriented Development, the plan transforms station precincts into walkable local centers where public transport connects seamlessly with housing, services, and public amenities. This approach reduces car dependency, supports climate objectives, and prepares the foundation for informed public and private investment.

"Working with our partners and the city, we're creating a framework that enables sustainable growth while remaining adaptable to future needs. We're committed to supporting the long-term development of Gdańsk and the Pomeranian region." – Jeroen Dirckx, Partner at KCAP

Designing with People, Place and Purpose in Mind

The masterplan takes a human-centred approach to urban development. It shapes neighbourhoods in response to social, spatial, and environmental needs. It addresses the requirements of residents of all ages, from children to the elderly, while strengthening access to local services, social facilities, and public amenities.

Through a minimum of four consultation stages, residents and stakeholders will actively shape the future of their neighbourhoods. This collaborative approach creates a masterplan grounded in shared priorities and local knowledge. It serves as both a robust planning instrument and a socially responsive framework for long-term development.

“For us, this is a project in which the railway and the city are designed together, from the structure of streets and public spaces to the location of services and workplaces. This approach makes it possible to create districts that function well in everyday life,” – Monika Arczyńska A2P2

The Project Timeline and the Next Steps

The PKM Południe metropolitan railway project advances as part of a long-term strategic investment in regional transport infrastructure. KCAP and A2P2's involvement will span eighteen months, from mid-January 2026 to mid-2027, developing the Gdańsk Nowe Południe Masterplan through a multi-stage process that includes extensive public participation. The masterplan will coordinate future urban development along the line with the new transport infrastructure. By mid-2027, authorities will complete the design documentation for PKM Południe, including the administrative decisions required to permit implementation.

"This is an opportunity to actively guide how southern Gdańsk develops over the coming decades"  – Jeroen Dirckx, Partner at KCAP
